# Governance

> How AWP is stewarded and how decisions get made.

AWP starts under a small **maintainer group** with public decision-making: all spec changes land through the [RFD process](/community/rfd-process), discussion happens in GitHub, and releases are tagged with signed changelogs. The stated goal is to move stewardship to a neutral foundation once there are three independent conformant implementations. Contributor conduct follows the Contributor Covenant (see [`CODE_OF_CONDUCT.md`](https://github.com/Hyperduality/agent-world-protocol/blob/main/CODE_OF_CONDUCT.md)). The project requires no CLA: contributions to specification and documentation text are accepted under CC-BY 4.0, contributions to schemas and code under Apache-2.0, and contributors affirm they have the right to submit their work (see [`CONTRIBUTING.md`](https://github.com/Hyperduality/agent-world-protocol/blob/main/CONTRIBUTING.md)). For cross-cutting protocol areas (e.g. time models and robotics), maintainers may convene working groups whose recommendations feed the [RFD process](/community/rfd-process).
